Network error in emulator

first things first, 172.16.32.21 is that the internal IP of your dev machine?
if not then bingo.

then:

1. Does internet work in the emulator ( e.g. chrome )?
2. Is your emulator on the same network as your dev machine?
   So has your dev machine and emulator an internal IP in the 172.16.32.X range
3. In your network is there a block on some ports?
4. windows firewall is it OFF
5. in q.conf did you define host:172.16.32.21 ?
