upgrading quasar to latest give error in command `quasar dev`

already checked quasar version on my project :
quasar --version
0.17.9
and quasar cli
quasar-cli@0.17.9

Is it a Quasar v0.15+ project, or you’ve “quasar init”-it with pre-v0.15?
